Low MPG in a 1982 300SD?

I have a 1984 300SD which averages 21/26 MPG on either diesel, SVO, or a blend. I recently got a 1982 300SD which is only getting about 18/22 MPG on regular diesel. I hcae cleaned up the engine, injectors, etc a lot since I first bought the car, and I can't figure out why the fuel economy isn't better than this. Any ideas?
