Cool pre glow time relay

My 1987 300 SDL has trouble starting and blows smoke for a minute. The glow light does not light up. I checked the 4 pin connection, bridged 1-3 and glow light works. I also checked term.30 and 80 amp fuse both had no voltage. After about 20 seconds relay clicks internally. At first I had seen white greyish fine powder at fuse and 4pin connector. Is the problem the pre glow time relay, and can it be repaired, or does it have to be replaced ? 5 years ago the 80 amp fuse blew on a very cold winter day. I had to use a paper clip as a temporary fuse, but installed the correct fuse soon after.

Sorry for the dumb question

But did you ohm out the glow plugs from the 6 pin plug at the glow controller? Reason being, the light inop is part of the self test and can be indicative of one or more bad plugs.

I hope you cleaned out all of the powder, as that is corrosion, and it will impede current flow...
