'91 350SD ARV - Is this it? Also an EGR vacuum hose question...

I'd like to disable the ARV on my 350SD, so I want to confirm that I am looking at the right thing. Is this it? (See attached jpg) Should I just pull the vacuum hose and plug it with a golf tee? Any advice is greatly appreciated. (As many details as possible are also more than welcome!!)

Also - my EGR is now gone (temporarily, of course - for testing - thanks to Brian C.'s testing kit ) but I'd like to make sure the remaining vacuum connection is plugged. My mechanic removed the remaining EGR vacuum hose, but I'm not sure he plugged it at the source. So, where did the EGR vacuum hose originate? I'd like to know so I can track it down and make sure it is plugged at it's source.

If I'm way off base, someone PLEASE let me know! Thanks!
