190d Melted Plastic 2 prong Vacuum Port

I have a 1984 190d 2.2 and inbetween my 1st and 2nd glowplug slightly below is a vacuum port that is threaded into the engine block with two plastic connectors that have melted from extreme heat. My trans is shifting hard in every gear.
I am wondering if I can just plug them with a golf tee or if I should connect them together?
Does anyone know what this part is even called so I can replace it?
I have attached pics so you can see what I am talking about.

I have recently changed the filter and fluid and fluid level is perfect so I am assuming that this melted vacuum piece is causing my head jarring shifts.

Are there two thermo valves?

Because I replaced a themo vac valve that was blue plastic and it was near the top rad hose.

This one is white and is on the engine block.

What is the function of these valves?

Thanks for responding.
