What EGR?
My boost gauge is "T"ed into the ALDA line just before the ALDA.

I decided to throw in the towel and get a boost controller. Enough of the variation in boost all the way up to maximum.
Set the controller for 11 psi and be done with it. |

I got a ebay ball and spring boost controller and installed it with no noticeable change in boost even with it tightened all the way up. That is when I tried running without the wastegate hose attached and found I could only hit 12 psi with the wastegate disabled.

For SNG put the boost gauge right into the port on the manifold. Just to remove it as an issue. Also have you checked for leaks? I would go through the externals before looking at internals.
