98 E300 TD vents not responding?

I use to have some of these problems with my 300 SDs so I am assuming its vacuum related.
The vents on the 98 E300 TD are not responding with the CCM controls. I do get them to switch to windshield defrost from the dash vents but not much else. Very little air is diverted to the floor when I change the controls on both the drivers and passenger side to the floor setting. Air is always coming out of the dash vents unless I shut them with the manual thumb wheel.

Any suggestions where I should start trouble shooting first?

There is a vent test you can perform from the CCU. I cant remeber the commands off hand. Search StevebFL's name and AC Diag and you'll find it.

I followed the link to EclassBenz.com/acdiag on one of the threads of StevebFL's and got the procedure to retrieve the CCM codes. Great Link for
diagnosing AC malfunctions.

Ran all the diagnostics on the climate control and it showed all the systems were OK except for the solar sensor (code Eb1234). The diagnostics on the stated link said that the solar sensor would not have any effect on the normal operation of the AC system.
Was also getting codes Eb1459 and FF?......but there are no references for those codes. Any one know what those codes are for?

Are the shutters on the air duct system vacuum controlled or electric solonoids on the W210?
