Hood Hinge woes...

Last night I put the hod into the service position. When closing it I heard an unusual "thunk". I reopened it and tried to go back to the service position. On the driver side, the service release latch was no longer under it's return spring tension, and the tab that goes into the notch on the hinge was snapped off.

Can the latch be replaced, via drilling out rivet and installing a new one, or does the whole hinge need replacing?
