Headlamp replacement question

I replaced the low/high lamp on my '98 E300, as the low on the original lamp went out. I went to MB SA to get my new lamp (purchased two as I figured the other would go out on my way home), installed it and now the low on the new lamp and the lamp on the other side both do not work. High beam works fine on both. I replaced the other "original" and still have the same problem. Any suggestions? The number on the original bulb was an H7, while the new number looks to be H7U. The difference that I see is that the new bulb does not have what appears to be a glass insulator near the base. Finally, are these the types of bulbs that you're not supposed to touch with bare fingers? Thanks.
