85 300d Turbo only lack power on freeway inclines

Hi guys and girls.I have an 85 300D Turbo California car.Its been completely overhauled and I've had no problems with it outside a very hard 1st to 2nd shift when its cold only, why this happens I have no idea.Otherwise my big problem right now is it dying on freeway inclines especially long ones.It starts out for the first half mile or so losing a little power and then starts to die. When it starts to die it dosn't do it slowly but eratic. It revs up dies and does it again and so on.All filters, injectors, tank screen and fuel lines replaced last December.Any idea's would help, broke right now and Bay Area mechanics are so bloody expensive..............

PS.I run the car B100 and the problem seems worse than when it runs on regular diesel but it still happens to a lesser degree

It only takes one bad load of fuel to clog a secondary filter.
