Euro bumper on '83 W126
Anyone know if this is doable as a bolt on replacement from the 2nd Gen or is there cutting/welding involved?

Should bolt on.
You have a post 86 euro bumper? Those are super rare in the US, people with 86 and newer W126's are willing to pay. The eary euro bumpers are a dime a dozen.

On the front bumper you will lose the bumper shocks and you will have to cut off the tow loop so it won't stick out the front of the euro bumper. Other than that they should bolt right up.
