transmission vacuum valve

My mechanic said that the transmission vacuum valve(not sure if this is the correct name of the value) is broken on my 84 300D turbo. It is located on the front of the passinger side block. Could this be the problem causing the door locks to not work, and is it difficult to replace? Any help or suggestions would be appreceiated.
