stop lever not working!

stop lever not working!

ok so after all the scary stories about runaway diesels on the site, i decided to see if I am able to stop the engine by pressing the stop lever near the IP... doesnt work! any ideas on how to adjust the lever or do something so that it will kill the engine in case of an emergency?
