Emergency Brake - 190D - HELP!

Does anyone know how to tighten the emergency brake cable on a 1984 190D? If I pull the handle all the way up it barely stops the rear wheels.

Does anyone know how to tighten the cable? I looked for an adjustment but I couldn't find one. Any help / advice is appreciated. Thanks!
