If the pulley makes noise when you spin it, replace it. If the tensioner arm wobbles about the big bolt into the engine block, replace it. If the tensioner arm clicks are you rotate it around the big bolt, replace it.

There is a big washer between the tensioner arm and the block. Make sure you transfer that washer to the new tensioner arm.
