Definitely energizes the starter. I did not know that it also provided power to the glow plug relay. If it does, that is an excellent solution.

I did have problems

Well as it turns out, I did have problems. I started with my foot fully on the pedal and when it started, I got spooked by the high revs, let the pedal go and it promptly died and refused to start again. I then put a bulb next to the battery and ran a trickle charger. It started up then.

I got bad glow plugs in my 300SD but was able to start in cold anyway...until today, minus 5F in Chicago and windy!!

15W40 oil in my engine not changed yet to 5-40 so not so optimal for the cold start. There was Howe's in my tank for couple hundred miles which makes huge difference, now I fill the tank with bottle of RED LINE RL-3 winterized.
Too far to pull extension cord to my car for hair dryer so I heat the air intake using plumbers butane torch for some time - starts like it's summer.
I am not rushing so much to change my plugs anymore...

This is one of the really good features of the old diesels. You can glow up to 2 minutes with the old Bosch " candle wire" injectors or the Beru "bird cage" injectors.

It went below zero last night so I decided to plug in the block heater. I'll also give the battery a little zip this morning before I start the 240D. This year in the summer, the 190D (and the "hybrid" 1940 170 I'm making into a diesel) will get block heaters, assuming I can find something that fits, which I believe I can.

The next attempt, even with a 75 second glow and the engine previously running momentarily, took a good 30 seconds of cranking before a single cylinder fired and then another 15 seconds of cranking before enough cylinders were firing to keep it running.

My answer would be: the first attempt has taken a significant toll on the battery making the second heating far less effective

The best thing about a block heater in a 240D anyway is that you can leave the defroster on and if you run the block heater all night the windshield is at least partially cleared....
