electrical issues!

I recently took my 85 190D in for starting issues and they had to replace 2 glow plugs- OK. But after that, they found that my vacuum pump was not functioning (which i suspected because of the locks not working)..but OK..we just disconnected it. After that, when they started the car, smoking occured from the trunk area (not blowing any fuses), so they repaired the wiring in the trunk and no more smoking..

Now, my battery is not charging. i checked the voltage while the engine is running, only to find that the alternator is not charging the battery.

i realize that the short could have caused too much of a draw from the alternator and burned it out..or could it be the voltage regulator?? Is this possible, or is it just the alternator?
