What does the 240d's "butterfly" intake do?

So I know it cuts off air so exhaust gas gets sucked in instead. My question is when does it do this, and should I do something to it?

That is part of the egr system, best thing to do is remove it completely and plug off the holes left on each side. A friend JB Welded a dime over each one, works fine.
