I measured the vacuum at the T line from the brake booster going to the transmission I thought was the corect place according to the troubleshooting post that I was using. If that is not the correct place, then I will have to cehck and get back to you.
The car is 123.133, 617.952 engine and 722.315 transmission. I think.

The line begins at the main vacuum line and goes through an orifice to the top of the VCV. The measurement is taken anywhere after the orifice. The VCV controls all vacuum downstream of the orifice.

The main vacuum line from the pump to the brake booster reads 20" Hg. From this line is a TT. One leads to the cabin inside and the other line goes to a 4-split. From the split there is a line going to a green flow restricter and then to a white valve? on the injector pump, another goes directly to the transmission, and the fourth goes to the shift valves on top of the camshaft cover (head cover in america). Is the white control valve on the injector pump the VCV? If so, I have not measured that vacuum. Also, I have not adjusted anything in that area for fear of adjusting incorrectly.

FWIW, I went through the vacuum lines again and found that the 4-way connector was used to replace two 3-way connectors. The only difference being an orifice between the two 3-ways which I assume restricts the flow of vacuum to the transmission. I had two 3-ways and an orifice connector in my parts box so I put them in and drove down the street. The shifting has improved but I didn't get it completely warm. However, the shifting I just experienced makes me happy and I can easily live with the remainder - or make minor adjustments to the bowden cable.
Now all I have to do is adjust the idle a little to eliminate the hard shift to 1st and reverse from park. I am pretty sure it has something to do with the guide lever assembly on top of the camshaft cover because it shifts fine when the idle is low and hard when idling at a higher speed.
