Air filter housing wrong???

Hey everyone, so I just bought this 1985 federal 300D here in Hawaii. I'm starting to tackle all it's problems. I noticed that the air filter housing had duct tape holding the hose to the turbo on. I took off the tape to see what's going on here so I could order whatever part I need. I figured the hose was broken.

Turns out the hose doesn't reach the air filter housing. It's like 2 inches short. So..... I'm really at a loss for the problem. I looked on the part number for the hose and it is correct. The turbo is bolted in fine, not in the wrong place. So.... all I can come up with is that something is wrong with the air filter housing. It's not broken or anything, but could it be the wrong one? Could it have the wrong bracket holding it up?? Any ideas?

If I wanted to get a new air filter housing, where would I even look? I'm on Maui so the junkyard probably isn't an option.
