cooling system scaling/rust - what to do?

drained all the coolant out of both the radiator and the block. flushed for three days with white vinegar/distilled water mix. bypassed mono valve
during flushing phase. a new radiator will be installed along with new
transmission hoses/washers, and new radiator hoses/clamps.

upon inspection, the inside of the hoses appear to have rust or scaling.
is there anyway to flush out this rust and/or scaling?

They sell flushes. Mb recommends citric acid flush.
