switch over valve?? vacuume??

Was wondering if someone mite be abel to help me w/ this?? I have found something under the hood that looks disconnected, I have the vac diagrams from peter schmidt and cannot make sense of this part...
can someone tell me where this is supposed to attach?? In the diagram it looks like ot goes to #81 is this the same thing in the picture?? Hard to tell in the diagram just where on the car everything is located
