Question 76 300D power steering problem

Recently, my 1976 300D started making a loud groaning sound when turning and now the power steering appears to be out and it is extremely difficult to turn the wheel. Fluid levels and belt seem okay...do i REPLACE POWER STEERING BOX? Thanks!

more likely the pump than the box.
