It could be a worn Heim end on the belt tensioner damper. Wedge a flat screwdriver tip between the head and the Heim end and see if the noise goes away.

I know that is shot already, it makes a rattle, not a tick. I am hoping it is just fuel related. I sold my other car yesterday so this one is my main mode of transport

A can or two of Diesel Purge will clean out the injectors, and might help you diagnose wether or not it's an injector problem or something else.
