Alden screw assembly removed

Need to ask the best & brightest
My 300SD has no Alden screw assembly when i bought the car, It came with a wire tied to the steel fuel injection lines,Initially I didnt that was little more than cosmetic to have the wire there. But moving the position it did lost a lot of power so i just psuh her far away and power restore, now I used a hose clamp so it cannot move back, but power was not it was, anyways i just live with it.
Besides having 1 piece missing, there are oil fume coming out, so is kind of messy, I wish to find out what can i do to stop the oil fume coming out.
I have a pic of it.
Was thinking of taking the top plate off and see whats inside, but one friend says there is the rack living inside, I can mess her up and run like hell when fired up, So I really like to get the opinions of whoever have seen the light.
