That tutorial applies to pencil plugs but not to loop plugs.

I installed 5 new plugs. One of the five did not heat up. I am returning it for another one. A new plug can be faulty.

I had to put 5 new plugs (pencil Bosch type)in my car around the start of July not long after I got it from the mechanic who had just installed a USED engine to the tune of $3300. the glow plugs were supposed to be new, and it was hard to tell for sure... but this happened to me too.

doesn't help you much, but at least you see it could be worse.

If you are getting about 12 volts up to the #1 Glow Plug when you check with the Volt meter on terminal #3 in the pic; 3-5 must be providing a closed circuit and are OK.

This applies to the #1 Glow Plug checking the Voltage at #3 check the Voltage at #14 in the pic (# 14 terminal should attach to the Ground Wire on the #1 Plug on a 616 Engine).
If the Glow Plug is Ok you should get about .75-1.25 volts less at the #14 spot than the reading at #3. That would indicate the Plug is good.

If you have no Voltage at the #14 spot the Glow Plug is no good because it indicates no voltage is going through the Glow Plug and making it to #14.

The below is to test with the Metrer if the Ground Starp is OK.
If the #1 Glow Plug turns out to be OK turn your Mulitimeter/Volt Meter to OHMs just as if you were going to check the Pencil Type Glow Plugs in the Diese Giant Instructions. I believe it is set at 200 ohms but check that to be sure please.
Once the Meter is set touch the 2 Probes and see what the resistance is. This tells you the resistance of the Probe wires.
Put one Probe on #14 and other Probe grounded to someplace on the Engine Block where there is a good contact.
If the Ground Strap is good you sould get close to the same reading you got when you put the probes together. If no there is someting wrong with the Circuit between #14 and where it grounds to the Block.

I will try this and report back tonight.

Has anyone used the pencil upgrade kit from fastlane? It looks like it includes a new relay.

well I'm an idiot... the reason the plugs were not working is I installed one of the wires between the plugs upside down and it was touching the block

i made that mistake the other night when i discovered the defective plug and was in a hurry since i needed to take the car to work the next morning since my Oldsmobile had a flat tire... just another reason why you always need to be careful and not rush when doing auto repairs
