Between the tangent surface of the filter housing and the valve cover. Like this OI, between the two. I have one of those red shop rags stuffed in between the throttle linkage plate and the air cleaner so that they never contact. I'd never thought of a radiator hose, but it's the same idea. I have the rag wedged in there to keep them static as possible.

The idea is that if you secure the moment arm of the air cleaner, or make sure the top of the air cleaner has no room to wiggle then less stress is put upon the bracket and the rubber insulators.
