The rubber return line (mine is not a cigar hose. PO put a straight hose) from the filter that goes to the metal return pipe that goes back to the tank. When I pinched it closed it evidently forced fuel into the injector lines and it started right up.

The 603 uses regular hose, not a cigar hose.

well, I've got good fuel flow out the injector nuts. no air... it just won't start.

There seems to be a rash of non-starting 60x's the last couple of months. When all else fails, I suggest pinching the return line which takes the IP pressure relief/control valve to rule out a the valve being stuck open. I don't know why it would stick open, particularly in this case of running the IP dry. Maybe US D2 was reformulated and causes 60x valves to stick open.
