Both are classified as FX:

F = Economically reparable material which requires repair, overhaul, or reconditioning. X = Property has some value in excess of its basic material content, but repair or rehabilitation is impractical and/or uneconomical.

Nothing "brand new" here.

Don't trust the condition codes; they're often arbitrarily assigned and by people who don't have a clue about the item. Sometimes the negative codes are assigned just so the owning unit can justify getting it out of its inventory.

I've been buying from govliquidation for years and their codes are all over the place. Look at the engine for use indicators, of which there appear to be none on the better engine. It could have had been stripped for some parts, resulting in the condition code. It even could be they no longer have anything in which to put it (e.g., snowcat, boat, or whatever it was for).

Does Brian Carlton supply EGR block-off kits to the government?

Interesting how the mixing pipe has a blocking plate but the turbo feed pipe doesn't have an EGR port.

With a careful eye, you might observe that the screws that secure the plate are socket head cap screws.

My kits have stainless button head cap screws............

I used socket cap screws on the one I made (By HAND with a dremel! ) for one of our engines.....
