Late shift when coming to a stop (W123)

1984 300TD
As I come to a stop sign or red light the shift from 2 to 1 is very delayed and somewhat jarring. Is this just an adjustment issue or something larger? I haven't done any vacuum testing yet since I lack the equipment. I did turn the bowden adjustment before to try and get the shifting to happen sooner. I still feel like the 3-4 shift is too late though. I have to let off the pedal to get it to shift while I'm on the highway.

It could be a vacuum issue, test to see what you have.
