vacuum line destiantion?

Hello all just trying to narrow down why Sasha won't shut off with the key. I found this black vacuum line coming from the side of the I.P. it goes into the car and ends at about the middle of the steering column not hooked up to anything? I imagine it is supposed to have a destination? Any help would be greatly appreciated! I included a picture hope it helps.

The black tube is a dedicated vent line.

Check to see how much vacuum your pump is producing, then isolate any leaks, usually the door lock system.

Then attach a vacuum producing tool (mity-vac) to the shut off actuator, pump it, does the engine shut off?

Is there oil in the line?

hmmm is that a brown line coming from the top of your VCV? (the white thing that also has the black line you're looking at) the brown lines goes to the ignition and back to the shut off valve. that probably shouldn't be coming from the top of the VCV because that device is meant to leak vacuum...

Just went and checked it is a clear line with an Orange stripe. I think my Dad has a mighty vac if so I will start checking lines out.

Can you provide a pic from further away?

Maybe that brown line is a replacement of some kind, where does the other end, end?
