This rubber boot is torn, what's it called?

I was putting exhaust hangers on the spaces that were missing them when I noticed that there is a rubber boot thing that has torn from the clamp, and a section of fuel line that is leaking slowly.
What is the rubber boot thing called so I can find a new one? Does it being broken mean anything severe? What else would be good to inspect and replace while I'm doing that job?

Also how to go about R&R the fuel line? I'll need to drain the tank and get it off and take it in to find out what size it is. Seems too easy, am I forgetting something? When I replace will I need to bleed the fuel line?
