190D Air Conditioning Issues

My AC isn't seeming to work properly. I have no leaks in the system yet the aluminium pipe on the top end of the system (not sure what that is called, I'm sure you guys can tell me) usually doesn't freeze, just slightly cool to the touch. Some times it does freeze and the AC blows extremely cold but that has occurred only a few times. Also, sometimes when the AC is on, I will drive for a few miles then the compressor will cut off and not come back on.
Any ideas as to what is wrong? My mechanic said it could be a sensor for the compressor cutting off and maybe the expansion valve is weak causing the AC not to get cold. If it helps with diagnosis, the #10 fuse also keeps blowing, haven't figured that one out yet but I have researched it and believe it could be my coolant temperature sensor causing it to blow (sensor seems like it might possibly be bad, when testing it a few months ago when I had overheating problems that it did not turn on the auxiliary fan at all and the gauge was reading 105C.
