Euro 300D idling very rough

Calling all injection pump gurus! I replaced the copper washers and rubber o rings under the delivery valve holders since they were leaking. I got the top of the pump very clean and carefully removed only what the Mercedes service instructions told me to remove. One of the copper washers was stuck in the delivery valve holder and I couldn't get it out so I left it in the holder. I used a magnet to lift out the pressure valve and the pressure valve carrier but on two of the cylinders the element started to lift out with them. The elements did not come out of the pump and I gently separated them and pushed them back down. I put the new washers and o rings on and put it back together properly torquing everything. When I went to start it it did not start. After a lot of priming and cranking I eventually got it to start but when its running it shakes horribly at idle and very low throttle just above idle. When driving above 30-40km/h the shaking goes away. When I first got it to start I had the throttle all the way in and it seemed like it was barely running below normal idle speed for a few seconds then it jumped to full throttle. It doesn't do that once its primed but it did it again when I did a diesel purge today and tried to start it again. I need help the whole car is shaking at idle no matter the engine temp.
