Vacuum Line on '87 300TD

Found this line from vacuum line check valve not connected to anything today and believe its effecting transmission shifting and engine shut off. Can anyone tell me what it should be connected to? I taped end for now to stop leaking.

There are two nipples on the underside of that round blue thing. Try there.
