1997 Intake Resonance Flaps

I've been driving this '97 daily since last August, and really like the car. I've actually logged over 17,000 miles on it in that time, and have done practically nothing to the car since the initial problems I posted on here last summer (vicious air bubble that wouldn't bleed, fuel guage, etc).

But, it has had it's share of weird little electical glitches. There is something making the ABS and traction control unhappy (and PO disclosed same problem) such that in the first few feet of travel I get 2 beeps as those systems fault out. He had done some diagnostic work and thought it was a relay, I haven't gone any further.

It's also had a very random problem with the resonance flaps. Some days I get an "engine electronics" failure and the flap that does the last shift in the rpm range won't work. It night not do it for a month at a time, then it might do it every day for a week. Usually it self clears, and does not return on a given drive cycle. But, it's very frustrating when it does do it as the engine will not make enough power to hit the shiftpoints on the tranny - you have to let off the accelerator and force it to upshift. Oh, and it's dog slow when it does that - dangerous if you're used to having more power when you are in traffic.

It did this for my entire 70 mile commute last night, and was there again for a 12 mile drive this morning. I pulled over this morning and wiggled the connectors at the vacuum solenoids, but that did nothing. One interesting fact is that when it's acting up the intake flap for the egr is also acting strange. Instead of the normal operation where it slightly fluctuates at about the middle of its travel the flap is seeing full vacuum and is locked open. If I blip the throttle I see the crossover flap shift as the rpms increase, but the plenum flap stays still and the engine won't reve all the way to redline. When ass is happy both flaps move and the engine revs much higher.

So, I don't have access to anything past generic OBD codes. I'm getting vacuum, the flaps are all free moving (have had manifold off and cleaned it all). What is next step to diagnose? I'm thinking faulty solenoid on that flap...
