123 defrost vacuum element

I put new diaphragms from Performance Analysis in my defrost element. The lower vac fitting pulls the rod down all the way, but the upper fitting only moves the rod maybe an 1/8". It holds vacuum fine, just doesn't move the rod much. This is with the lower fitting open to atmosphere. Is this correct?
