I've always assumed thats its relative to the boost you are creating.

I ran it with 15 in hg of vacuum on the wastegate. Still 3 psi of boost

Wastegate actuator swap for OM602.962?

1. The system ONLY develops "Boost" under Load.
I.E. "your right foot in it" and the MB in gear.
2. You're looking for about 12 PSI @ WOT

Foot to the floor, uphill 2nd gear about 4k rpms completely loaded not able to accelerate any more... 3psi.

my turbo has a hose running from turbo housing to waste gate.I cut my hose,and use a valve from Lowes to raise my boost pressure.

That wouldn't help me because mine is vacuum accuated.

Any more imput on why the boost isn't higher? If the wastegate holds pressure it must be working correct?

Either the Wastegate is not fully closing...
[You've run it with 15mg Vacuum,direct to the Wastegate Actuator]
(Ain't no guarantee the WG is fully closed) I missed where it was empirically
proven the Wastegate (Itself) was fully closed.

or

Either there's a Leak [Zomewhere in Ze Pressure side of the "Turbo to Intake
Valve" system] and all your precious Boost is bleeding Off Zomewhere.

or

Turbo's Dead

Or A combo.

Where are you measuring boost?

Next step for me would be to at least temporarily remove the ALDA. This should work for a 602 as well - OM603 ALDA removal instructions

Make sure you measure boost direct from the manifold. Does this model have ARV as well?

Unconvinced the wastegate was working at all I took the tail housing off the turbo... Completely frozen wide open. Pretty excited to find the problem! It certainly fits the Mo that this car sat for a long time!

I let it soak in PB over night and tried banging on it a little, no budge.

Any suggestions?

Soak more. Maybe wiggle with pliers?

Okay so the turbo is coming off...

While I'm at it I might as well do that actuator swap. Any idea where I could find the part number?

Found it haha. Sorry moving 100 miles an hour. the flapper that chokes off air for the egr, can I remove that? (already put a test plate in for the egr)

You can remove all of the EPA crap if you dont get inspected.
