Did the OP mention if the Relay was working and the Engine starting OK with or without the proper Light function?

Issue solved, checked and cleaned grounds, cleaned contact, checked everything with glow plug wires and then took the relay apart to see if anything was fried. Everything looked fine initially but then I heard something drop as I was turning it over to check the circuit board, searched for a few seconds and then found a small flat disc at my feet. Turns out the contacts split and it still must have made a connection sometimes but others it could not reach. Hoping this explains the flickering due to no contact or attempt to make one. Makes sense that the voltage meter readings were fine when I checked.

Ordered a new relay and put it in. Will keep an eye out for the ignition switch to see if the turning the key multiple times comes back up and will replace if needed.
