Also the races I removed said Mexico. The new ones say Japan. But the box says USA. All SKF. I had read about some of the contested countries of manufacture in my searches on this forum. Though that this may provide some insight, maybe not.

I would go by what is on the part itself as that was likely done by the manufacturer.
Never read anything bad about Japanese made bearings and I use them frequently.
It reminds me of the Coolant Thermostat I bought for My Volvo Diesel. The Box had made in Israel on it. The Thermostat had Made in Germany on it.\
Labeling on the Box differing from the Part makes me think the Company that supplies the Part buys from different Places. Meaning the may not make the Part themselves just re-box it.
I never noticed the use of sealant so I cannot comment and I did not se any but Southern CA has no Road Salt and it seldom Rains enough to submerge stuff.
Silicon Sealant is not overly aggressive gluing stuff together and is cheap and available. I get the small tubes at the 99 Cent stores they have out here.
