Parking brake installation issues
I just totally rebuilt the suspension on my 190E Sportline and while I was at it, I changed the parking brake shoes and hardware cause they didn't hold when I bought the car. I used a Textar set.
On one side, I have no issues. The other side, they rub on the brake rotor. I had to remove the rear subframe in the vehicle so the cables were not hooked up at all when I put them on so there should have been no pressure on the shoes. I attached the cables and they seemed to work properly, not sticking. I took the shoes back out on that side and ground down the points where they contact the adjuster (which is all the way closed) and the cable mechanism. They still rubbed but not quite as bad when I put them back in. I guess it could be that the shoes are supposed to have two different thicknesses and I put the two thinner ones on the other side but that didn't seem to be the case when visually inspecting them and nowhere in the FSM did it say there should be different sized shoes. Any ideas of how to fix this? I would like to drive the thing after all of the work and money I have put into it.

Are both of the Cables going to free?
I think you know about this but there is and adjusment for both cables some where under and about at the middle of the Car on which you may need to give the cable more slack. When I was in German I has an old VW that did not have Hydraulic Brakes. It had cables. I had an issue fitting new Brake Shoes and did a little carful grinding. I think you could do that and just remove enough metal to get the clearence you need. All of the Rotors on My Car are from China. If I had that issue you are having I would believe it was some dimensional difference in the Rotor due to where they were made.

Adjustment is all the way out plus I had the same issue without the cable hooked up at all

I am fairly certain thin ones to be mounted facing the front of the care. Grind more off I had to do that before with OEM shoes not a big deal.

I had to replace the backing plates on both sides last year because they had rusted a bit and acquired a subtle bend that caused the brakes to rub. No matter what I did, I couldn't pound them into submission. Replacing a backing plate is a big job, because the bearings also have to be replaced. I ended up buying both corners from a low mileage wreck. The bearings are who knows how good, but it would seem that I've lucked out.
