metal ring missing behind OM617 shutoff valve

I removed the shutoff valve from my 84 300TD and found there wasn't any metal disc between the valve and the IP body, just a single paper gasket. It's my understanding that there is supposed to be a metal ring with a gasket on each side.

Also, the retaining bracket is bent around the 4 bolt holes. I'm thinking a PO tightened it way too much to compensate for the missing ring.

Would a similar sized washer be sufficient here (I would have to file out a notch on the inside to match valve), or do I need to track down a replacement part?
