w123 om617 turbo drain leaking

Hi guys,
My car has been sitting for awhile. KNowing that the turbo drain area was leaking I just let is sit. However upon further inspection it looks like there is a lot of oil on top of the oil pan. If my car has not been started, shouldn't all/most of the oil been drained back into the pan? It looks like it still is "leaking" even though the car hasn't been turned on at all. Or, is there constant oil in that pipe?
