Excessive oil in turbo inlet 1985 300td

Hello! Been reading this forum for years but this is my first post myself. I’ve got a 1985 300td california model i recently purchased, trying to make it a nice daily driver. 270,000 miles.
So i noticed that the entire passenger side of the block (under the intake and exhaust manifold) in completely caked in oil and grime. Also when the air filter tube is removed from the turbo intake inlet there is oil pooled in there. I went ahead and rebuilt the turbo with new bushings and oil seals along with a new intake/exhaust manifold gasket. Yet there’s still new oil leaking out around the gasket, and oil in the turbo inlet. Didn’t seem to solve anything.
Another important note is that the engine has close to zero blow by at operating temperature. Cap doesn’t move at all while at idle. There is minor smoking from exhaust but not noticeable unless in the right lighting.
ARV and EGR valve has been disable. Trap Oxidizer has been deleted.
Any ideas? Is oil in the turbo normal? Why would oil be seeping from the intake manifold gasket?
