Handling a sluggish 1983 W123 240D

Good evening all,

I have a pretty nice W123 that needs some TLC. As with many W123 240D owners, it's slow. I'm going through the issue, but I just noticed the Throttle getting stopped by a bolt? I have attached an image of this bolt, can that be adjusted?
