648 surges and whistles, swirl flaps

Still sorting out this 648. Had a miss sometimes and the #3 injector wire had some sort of loose spliced wire that was intermittently cutting out. Fixed that but several of the other wires in the harness to the injectors are kind of rough. I’m guessing it had a case of Black Death in the past and some of the wiring was damaged. Anyway, I have a little bit of surging while maintaining a steady speed. You can just barely feel it but I also get a loud whistle or screech when the turbo is spooling you. It sounds like a boost leak to me somewhere. I am thinking maybe a leak could be causing the surge. When I rev the car up in park I can reproduce the noise when it gets to a certain rpm. I don’t have anyone here to rev it so I can hunt for the noise . Is there a way in SDS to control the throttle? In the 210 the throttle actuator is right there under the hood but not in the 211.

This car did have the error for bad swirl flap motor, and has been bypassed with the resistor mod. I can move the flaps manually but my question is, what position is it for the flaps to be fully open? With the connecting rod pushed forward toward the front of the car or toward the rear
