W210 E300d 722.4 throttle linkage

Hello, i have an issue with my W210 E300d with 722.4 transmission, it does not upshift, it just stays in first gear not matter what rpm. I already tried changing oil and filter (not forbidden glitter inside oil pan) but it did not help.

I noticed that throttle linkage with control pressure cable (i hope it's called like that, this is what i found while searching various forums) is not in sync, when throttle is applied control pressure cable does not tighten, is it supposed to work like that?
I didn't find a picture online of how it is supposed to work/look like:
