1984 190D lose of power to fuses

My 190D recently lost power to dash and turn signals. Fuel gauge works untill you press brake pedal then goes dead for a few seconds. What i find is fuse 10 and 11 that power dash and turn and apparently glow plug relay are only getting less than 5 volts, usually around 4.5. If i jumper from another fuse to either on of those fuses everything works. Just wondering if anyone has had this issue before. Also wondering if the ignition switch could be the problem and not making a good connection inside. I have had the full 12 v come back but goes away as soon as i activate turn signals or any sort of draw on the system.

Yes it could be the ignition switch OR a bad ground.
