66 220D Starting Problem

No Bill, I did not buy a Fintail, but one of my co-workers did.
Nice enough car. However she tells me that the car will not start cold without pumping the fuel primer. Said it will start once it has been warmed up.
I should know what causes this, but I could not think of the answer. Anybody have a thought?
