When do you "top up" oil?

When the dipstick is halfway to the "quart low" mark, is it OK to add a full quart?

I notice after oil changes the oil level is often "high" on the dipstick..."above" where it should be.

Car in question '83 240D 250k miles.

Thoughts? Thanks
