Unhappy 190D Brake Booster Problem

Hi All. My baby 190D's brakes are locking up in the front. If I break the lines loose at the master cyl the brakes are fine again. I have checked for a stuck caliper, all are fine. The master is not the problem, for I have changed it out with a known good one. Now to the question for the members. Is the booster rod that goes from the brake pedel to the booster adjustable? Or is just a case for a bad booster?
